Conflicto de competencia entre el Consejo Seccional de la Judicatura de Nariño, Sala Disciplinaria, y el Tribunal Superior de Pasto, Sala Civil-Familia.
Considera la Corte que el Consejo Seccional precitado respetó y acató lo dispuesto en el artículo 32 del Decreto 2591 de 1991 al remitir el asunto a la Sala Civil del Tribunal Superior de Pasto, toda vez que esta autoridad es el superior funcional del juzgado que tramitó la primera instancia.
En consecuencia, se ordena remitir el expediente a dicha Corporación, para que de manera inmediata asuma el conocimiento y resuelva la impugnación correspondiente.

- PRIMERO. DEJAR SIN EFECTOS la providencia del 21 de julio de 2017, proferida por el Tribunal Superior del Distrito Judicial de Pasto, Sala Unitaria Civil -Familia, dentro del expediente de la accion de tutela promovida por la senora Rosa Elvira Munoz Cordoba, quien actua como agente oficiosa de su padre, el senor Miguel Ignacio Munoz Romero, contra EMSSANAR E.S.S. y el Instituto Departamental de Salud de Narino.
- SEGUNDO. REMITIR el expediente ICC-3019 al Tribunal Superior del Distrito Judicial de Pasto, Sala Unitaria Civil -Familia para que de manera inmediata asuma el conocimiento y resuelva la impugnacion correspondiente.
- TERCERO. Por la Secretaria General de la Corte Constitucional, COMUNICAR la presente decision a las partes, al Juzgado
- Primero. Civil del Circuito Especializado en Restitucion de Tierras de Tumaco, al Consejo Seccional de la Judicatura de Narino, Sala Jurisdiccional Disciplinaria y al Tribunal Superior del Distrito Judicial de Pasto, Sala Unitaria Civil -Familia.
